			<content:encoded><![CDATA[<p><strong>SAVANNAH, Ga., March 22, 2011 </strong>&mdash; Gulfstream Aerospace Corp. will display two of its aircraft at the second annual Hainan Rendez-Vous in Sanya, China, next month.</p>

<p>The company&rsquo;s static display at the Sanya Airport will include the large-cabin, ultra-long-range Gulfstream G550 and the wide-cabin, high-speed G150. The company will also have a 200 square-foot booth at the nearby Visun Marina.</p>

<p>Several members of the company&rsquo;s sales team will be on hand for the four-day business-aircraft exhibit, including Roger Sperry, regional senior vice president, International Sales; Peter Hoi, regional vice president, Sales, Far East/Asia; and Herman Chai, regional vice president, Sales, Far East/Asia.</p>
<p>&ldquo;Gulfstream&rsquo;s Asian-Pacific fleet has grown by more than 250 percent in the past five years,&rdquo; Sperry said. &ldquo;We&lsquo;re looking for that growth to continue, as China embraces business aviation and the benefits it provides. The aircraft we&rsquo;re bringing to Hainan give our customers an opportunity to learn more about the broad range of Gulfstream business jets, from the G150 with its 3,000-nautical-mile (5,556 km) range to the G550, which can fly 6,750 nautical miles (12,501 km) nonstop.&rdquo;</p>
<p>Gulfstream&rsquo;s large-cabin aircraft, including the G550, are some of the most popular aircraft in Asia. The G550 is powered by enhanced Rolls-Royce BR710 turbofan engines and has a range of 6,750 nm (12,501 km) at Mach 0.80 and a high-speed cruise capability of Mach 0.87. With its long legs, the G550 easily connects Hong Kong to Honolulu; Beijing to New York; and Tokyo to Paris. The G550 is renowned for its technologically advanced design and was awarded the National Aeronautic Association&rsquo;s Robert J. Collier Trophy, the most prestigious aviation award in the United States.</p>
<p>The Gulfstream G150 is powered by two fuel-efficient Honeywell TFE731-40AR engines, giving it a range of 3,000 nautical miles (5,556 km) at Mach 0.75. Compact and robust (at 3.45 m long, 1.80 m wide, 1.52 m high and with a 2.30 m wheelbase), the new model expresses faultless expertise and design.</p>

The seats are also overstitched in white cotton, with a weave closely resembling that of the polo shirt, an iconic LACOSTE design.</p>
<p style="text-align: justify;">The seatbelt anchorage points get &ldquo;necklines&rdquo; like polo shirts, while the seats are covered in a robust, rope-like cotton, a direct allusion to the ribbed hems of the same brand.</p>
<p style="text-align: justify;">Like a wardrobe of different clothes, accessories and fabrics, the CITRO&Euml;N LACOSTE concept plays with a range of colours and materials.</p>

And to enliven the whole, the cabin is dotted with bright, almost fluorescent, yellow splashes, on the handles &ndash; in soft and tactile rubber with a tennis ball-like effect &ndash; and in the storage compartments.</p>
<p style="text-align: justify;">The fun-loving CITRO&Euml;N LACOSTE brings familiar objects to mind. Some details make reference to the sporting world of the LACOSTE brand. It sports square-shaped relief designs resembling pieces of a tennis net on several parts of its body, including the bonnet and bulkhead. The fairing that rises up from the underbody, at both the front and the back of the vehicle, recalls the print left by a tennis shoe on a clay court. These designs also figure on the wheel rims of the concept car, this time with a &ldquo;golf ball&rdquo; motif.</p>

<p style="text-align: justify;"><strong>CREATIVE AND MAGICAL TECHNOLOGY</strong></p>
<p style="text-align: justify;">The technology on board the CITRO&Euml;N LACOSTE concept car is also of a playful nature, underlining the seeming paradox between design expertise and lightness of tone.</p>
<p style="text-align: justify;">Strictly speaking the car has no fixed roof. In its place is a T-shaped structure anchored in the windscreen that extends back to the boot, forming a sort of backbone. This structure has several functionalities. It is of help when accessing the vehicle and features an ingenious system that provides shelter for passengers. An auto-inflatable hood deploys all the way along the &ldquo;backbone&rdquo; to form a soft-top roof. In the same yellow as the door handles, the soft top ensures a light-filled cabin rain or shine.</p>
<p style="text-align: justify;">Invisible on first glance, the deployment of the system makes for quite a spectacle. And by choosing this inflatable hood rather than a conventional structure, the CITRO&Euml;N LACOSTE concept car remains faithful to its simple and light-hearted spirit.</p>
<p style="text-align: justify;">In much the same spirit, the fascia strip on the dashboard serves as the car&rsquo;s display screen, showing driving information such as speed and directional indications. Messages take the form of icons with oversized pixels. This is a clear nod back to the first video games, but behind the na&iuml;ve appearance lie cutting-edge technologies.</p>
<p style="text-align: justify;">The CITRO&Euml;N LACOSTE&rsquo;s two-spoke steering wheel impresses with its minimalist design, simplicity and size. When passengers are getting on board, the wheel can be moved out of its regular axis and positioned against the upper dashboard &ndash; an ingenious way of optimising access to the front bench.</p>
<p style="text-align: justify;">Even the front and rear lights are discreet to the point of being almost invisible. <p>Last year, Chinese authorities decided to open up parts of the country's low-altitude airspace to private aircraft to promote the growth of business and general aviation.</p>
<p>Trial flights began in Hainan on 28 January, says the provincial government. A fleet of four helicopters, owned by Shanghai-based Kingwing Aviation, is operating the flights.</p>
<p>The fleet comprises a Sikorsy S76, Eurocopter EC135 and two Sikorsky S300Cs, say local reports.</p>
<p>They will operate trial fights in Hainan for two months.</p>
<p>Kingwing's parent, Zhenyang Investment Group, plans to build heliports in Hainan province and start offering helicopter flights for tourists by the end of the year, says the provincial government.</p>
<p>Reports say that the Chinese authorities plan to formalise regulations for the use of low-altitude airspace in Hainan by 2015, by when a network of general aviation infrastructure and services will be ready. This will put the province five years ahead of similar plans in other parts of the country, say reports.</p>

The 161 foot yacht Aurora A, which is owned by Mr. Li Qin Fu, the owner of Nine Dragon, is not only the biggest yacht in the mainland of China, but also one of the top 20 yachts in Asia. The Sunseeker Predator 108 and Azimut 105 are the second and third biggest yachts. Ferretti, Pershing, Dominator, Azimut, Fairline, Princess, Sunseeker, Hampton, and Ocean Alexander also feature in the list. Azimut is a big winner with 10 Azimut yachts in the list.</p>
<p style="text-align: justify;">The list is presented by CHINA BOATING and the magazine will be featured in the Jan/Feb issue of CHINA BOATING.</p>

Business Aviation Aircraft</strong></p>
<p>China’s business aviation sector took a leap forward last year when the number of private jets registered in the country went into three figures for the first time, reaching a total of 116, according to a report published today by the Firestone Management Group.</p>
<p><span id="more-3245"></span>The report from Firestone Management, which advises companies how to break into the emerging Asia-Pacific market, includes jets registered as of January 15 in the People’s Republic of China, Hong Kong and Macau. According to managing director Justin Lee Firestone, the past few years have seen increasing sales of midsize aircraft in a Greater China market that has previously been dominated by large-cabin jets.</p>
<p>He told AIN that this trend bodes well for accelerated growth in a market that appears to have been slow to fulfill its potential. Gulfstream Aerospace continues to dominate the Chinese market, with 43 aircraft sold there to date, accounting for a 37-percent market share. Cessna has 24 Citations in China (21-percent market share); Bombardier, 21 jets (18 percent); Hawker Beechcraft, 18 jets (15 percent); and Dassault, Airbus and Boeing with, respectively, six, three and one aircraft in the country. Clearly Asia is more than an emerging market, Bolen told Aviation Week this morning from Shanghai. “If you look at the global economy from the macroeconomic stage, it’s been a difficult time for the past two years in the U.S.,” he observes. “But Asian economies have been growing. We hear references to the BRIC countries – Brazil, Russia, India and China -- and China was an area where business aviation did not exist at all when we did ABACE in 2005.”</p>
<p>Back then, the future for business aviation seemed dim, said Bolen. “A lot of people were saying business aviation had no future because of air space restrictions and the economy was not as good,” he recalls. “But then the economy ignited and some accommodations were made for business aviation, including air space opening up and a new ability to fly below 4000 meters.”</p>
<p>The Chinese government has a better understanding of the benefits of business aviation that is already known in the U.S., says Bolen. “Business aviation brings good jobs, economic development and improved productivity,” he says.</p>

<p><span id="more-3137"></span></p>
<p style="text-align: justify;">The makers of helicopters and small business jets are predicting a major bump in sales -- France's Dassault Falcon just moved its Asia office from Kuala Lumpur to Beijing, which it called the new "centre of gravity" for the market.</p>

<p style="text-align: justify;">The private air travel industry "will be one of the fastest-growing sectors in the next 10 years", Frank Lee, chairman of China Private Aviation Company, a consultancy offering aircraft acquisition and charter services, told AFP. The airspace over China -- the world's third-largest country by surface area after Russia and Canada -- is under strict military control, but the People's Liberation Army recently loosened its iron grip over the skies.</p>
<p style="text-align: justify;">In the past, authorities needed a week's notice for approval of a private flight. Under the new regulations, the thumbs-up can be given within a day, sometimes in just a few hours. The Chinese government, which encourages its major state-owned conglomerates to invest abroad -- especially in Africa, where the commercial air service is patchy -- has finally understood the need for private aviation, Lee said. Some business jets are now able to take Chinese executives from Beijing to London, Nairobi and Los Angeles without refueling stops.</p>

<p style="text-align: justify;">"Each year, the growth rate in the sector is more than 30 percent and we see a trend of acceleration," Lee said. Of course, sales in the nascent Chinese market are starting from a rather low point. More than two thirds of the 15,000 business jets in operation around the world are in the United States, while just 150 are in China. John Rosanvallon, the head of Dassault Falcon, admits it will be a "brutal" start for market players in the Asian nation, with clients "immediately looking for the biggest planes". "Within two or three years, China will represent not one but 10 percent of our market worldwide," Rosanvallon predicted. In the medium term, Dassault is hoping to sell about 10 business jets a year in China, at a list price of between 30 and 50 million dollars.</p>

<p style="text-align: justify;">The French firm was not as quick to jump on the Chinese market as US company Gulfstream, which says it currently has a 63 percent market share on large-cabin business jets in China, including Hong Kong and Macau. ‘We are very encouraged by these figures," Jeff Miller, vice president of communications for Gulfstream, told AFP. "Air traffic control procedures in China have become a lot more flexible, expediting the filing of flight plans. This has made the use of business jets much more practical and advantageous."</p>
<p style="text-align: justify;">Chinese millionaires looking for a way to spend their money often buy a private jet "to show off" their new-found wealth or get one up on a rich contact, according to Walter Wang, the editor-in-chief of JET Asia Pacific magazine. Some large-cabin private jets owned by Chinese high-flyers are however grounded, as they lack the proper pilots and crew, Wang said. "Sometimes it exceeds their needs. Gradually they will become more rational," he told AFP.</p>
<p style="text-align: justify;">In April next year, plane makers will flock to the southern island of Hainan for its annual yacht, jet and "luxury lifestyle" trade show -- a must for the country's jet-setters and top-level executives.</p>

<p style="text-align: justify;">The outlook is just as rosy in China for makers of helicopters and smaller jets, with the world's major manufacturers -- Eurocopter, Bell, Robinson, Agusta and Cessna -- poised to enter the market. Last month, the State Council, or cabinet, and the powerful Central Military Commission published a joint circular on the "progressive opening" of China's low-altitude airspace, where such aircraft tend to fly. As with the larger planes, authorisations of flight plans will come more quickly -- opening up the skies for tourism flights and quick business trips between regions.</p>
<p style="text-align: justify;">Developers are already jumping at the chance, building helipads at resorts, golf courses and even organic farms to offer the wealthy an opportunity to escape China's polluted mega-cities for a day of fresh air, Lee said.</p>
<p style="text-align: justify;">Rescue workers will also benefit from the move. The massive Sichuan earthquake in May 2008, which left nearly 87,000 people dead or missing, revealed the country's severe lack of helicopters.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;"><strong>Minsheng Financial Leasing</strong> has signed a co-operation agreement with Cessna and plans to order 13 new business jets from several manufacturers in the next bank. The bank is also looking at building specialist executive airports.</p>
<p style="text-align: justify;">The subsidiary of China's largest non-state owned bank ordered 17 aircraft in 2009 and 2010 - making it one of the biggest buyers of new jets - and has taken delivery of five aircraft in 2010.</p>
<p style="text-align: justify;"><span id="more-3030"></span></p>
<p style="text-align: justify;">Its 2009 and 2010 orders were placed with Bombardier, Dassault, Gulfstream and Hawker Beechcraft. Zhou Wei, the chairman of Minsheng Financial Leasing, announced last week that it would now work with Cessna and offer its products to the bank's customers. Minsheng expecist is customers, whom typically order larger aircraft, to be most interested in Citation Sovereigns, Citation Xs and Cessna's new Citation Ten.</p>
<p style="text-align: justify;">Minsheng Leasing has a specialist team that advise customers, orders and registers aircraft. As the leasing company is based in the special tax area of Tianjin - which is treated like an off-shore territory - it can amortise import tax over the course of a 10 year finance lease and pass on this benefit to customers.</p>
<p style="text-align: justify;">Minsheng Financial Leasing was one of the first leasing companies to be approved by China's bank regulator and the first to specialise solely in business jets.</p>
<p style="text-align: justify;"><strong>Building airports</strong></p>
<p style="text-align: justify;">But despite being the biggest buyer of new business jet aircraft in 2009 Minsheng is realistic about how quickly the market can grow.</p>
<p style="text-align: justify;">"We could easily order more aircraft and place them with customers," says David Tang, aviation adviser and chief legal counsel, at Minsheng Leasing, who is based in London. "We could launch a national advertising campaign and find buyers. However, we need to be careful. There are still significant limits to how aircraft can be flown and delays. There is no point bringing in more aircraft if the infrastructure is not ready."</p>
<p style="text-align: justify;">He estimates there are 160 airports where business jets can land in the whole of China; compared to over 19,800 airports in the US.</p>
<p style="text-align: justify;">Minsheng's plan is to change China's infrastructure. "We want to encourage investors to build executive airports. Starting with Beijing, Shanghai and Gungzhou," he says. The bank will create syndicates of Chinese investors - mainly existing bank clients - who will invest in Greenfield projects outside major cities.</p>
<p style="text-align: justify;">Tang is keen to play down the size of the airports they are looking to build. The key benefit for aircraft owners will be that flights will not be delayed by commercial airlines not the facilities. "There is a misconception that FBOs need big land, long runways, impressive buildings and big money," says Tang. "The ideal model is more like US FBOs and general aviation airports and these could be built quickly."</p>
<p style="text-align: justify;">Minsheng hopes to encourage flight clubs and training schools alongside its new airports to help grow the number of Chinese private pilots. Tang, a keen pilot in his spare time, says there are less than 200 private pilot license holders in China. He says they are confident that manufacturers will support aircraft with maintenance, repair and overhaul centres.</p>
<p style="text-align: justify;">Tang says finding suitable land for executive airports will be relatively easy but the biggest challenge will be working with the Chinese military, the People's Liberation Army, which runs the country's air traffic control. Although China's State Council and the Central Military Commission have announced that they will open up part of the country's low-altitude airspace. This is great news for helicopters but business jets will still be restricted when they fly above 4000 metres.</p>
<p style="text-align: justify;">Under the Low Altitude Airspace Relaxation policy - which will happen if trials around the cities of Changchun, Guangzhou and Shenyang in 2011 are successful - pilots will not need to file a plan for flights at altitudes lower than 1,000 metres.  Aircraft flying below 4000 metres, but above 1000 metres will need to file a plane but will not need approval to fly.</p>
<p style="text-align: justify;">Tang is, however, optimistic. "We are confident we can manage the relationship with the government and the military," he says. "And in China when things happen; they happen quickly."</p>
